I professionisti dell’arte come risorsa per una società veramente civile, moderna e inclusiva sono i destinatari di un videomessaggio della cancelliera Angela Merkel che dice:« Vi faremo capire quanto siete importanti per noi».
A quanto pare “la Germania è il Paese della cultura”, che va fiero dei suoi musei, teatri, club letterari e di “molto altro ancora”. È quanto ha affermato la cancelliera Angela Merkel in un videomessaggio indirizzato di recente agli artisti tedeschi. Durante la più grave crisi economica e sanitaria mondiale degli ultimi settant’anni, la massima rappresentante politica di una delle maggiori potenze europee ha voluto rivolgersi ai protagonisti della vita culturale e dell’industria creativa del suo Paese, non solo chiedendogli di non sentirsi abbandonati, ma riconoscendogli un ruolo fondamentale nell’esistenza di tutti i loro concittadini.
Ha infatti sottolineato che la pandemia ha costituito un “profondo taglio nella nostra vita culturale comune”, ricordando che “particolarmente colpiti sono gli artisti, soprattutto i freelancer. Il tempo presente è dettato dall’incertezza. Ed è per questo che il governo federale, insieme ai Länder federali ed il ministro della Cultura Monika Grütters, è interessato a garantire che la nostra vita culturale continui ad avere una possibilità anche in futuro e che gli stessi artisti abbiano una possibilità”. Con queste parole la cancelliera riconosce negli autonomi del mondo dell’arte e dello spettacolo, in coloro cioè che vivono della vendita di opere e di incarichi discontinui, i soggetti economicamente e socialmente più fragili ma, sembra di capire, anche quelli più preziosi, con un ruolo primario nella vita pubblica e sociale della Germania.
Perché? La risposta è ancora nelle parole della statista:« Gli eventi culturali sono di estrema importanza per la nostra vita, perché nell’interazione tra gli artisti e il loro pubblico si creano prospettive completamente nuove sulla realtà. Ci confrontiamo con le emozioni, sviluppiamo nuovi pensieri, comprendiamo meglio il passato e possiamo anche guardare al futuro in un modo completamente nuovo». Si tratta di una visione e di una considerazione talmente alte dell’arte e degli artisti da far ammettere a tutti noi, orfani di Leonardo da Vinci, Manzoni, Calvino e Puccini, che sì, è vero: la Germania, proprio la Germania, è il Paese della cultura e dell’arte. E non lo è solo a parole, pur se quelle della sua cancelliera, lo è nei fatti: la sola città di Berlino ha stanziato dall’inizio della pandemia un fondo di 500 milioni di euro da destinare ad artisti e liberi professionisti, senza limiti di reddito, provenienza o età.
Gli artisti residenti in città possono richiedere fino a 5mila euro e a questa misura si aggiunge anche un fondo nazionale che consta di altri 9mila euro per ognuno. “La responsabilità della cultura in Germania è affidata principalmente ai Länder federali. Ognuno di essi ha istituito programmi di sostegno per gli artisti. Ma anche il governo federale ha sempre tenuto conto delle esigenze degli artisti e delle industrie creative nei suoi programmi di aiuto. Il nostro programma per i lavoratori autonomi è quindi particolarmente utile per coloro che devono pagare i costi dello studio a tempo indeterminato, affitti e altre spese” ha detto ancora Angela Merkel. Tutto questo perché gli artisti tornino ad “avere una possibilità”: possibilità di creare, di sperimentare nuovi linguaggi, di stupire, di far riflettere, di innovare, di costituire inedite piattaforme di pensiero.
È una possibilità da non dare per scontata, è una possibilità senza la quale forse non avremmo la Cappella Sistina, è una possibilità che, oggi, solo una politica di concezione illuministica può dare. È una possibilità che altrove, troppo spesso, non c’è.
